Powering Progress: Supporting NHS Operations Through the Batteries, Lighting, Tools, and Facilities

In today’s NHS, the smooth running of clinical and non-clinical environments depends on more than just frontline care—it relies on the availability of essential consumables that keep facilities safe, efficient, and operational. From reliable lighting in emergency corridors to the batteries powering critical medical devices, these everyday items form the backbone of NHS infrastructure.

The Batteries, Lighting, Tools and Facilities Management Consumables framework, delivered through NHS Supply Chain: Facilities and Office Solutions, offers a compliant and cost-effective route to procure these products. Designed to meet the diverse needs of NHS trusts, the framework ensures access to high-quality goods that support estates, facilities, and clinical teams alike.

By streamlining access to these consumables, the framework helps NHS organisations reduce procurement time, ensure compliance, and maintain operational resilience—all while supporting the NHS’s broader sustainability and value-for-money objectives.

As the NHS continues its journey towards net zero and smarter procurement, the framework is evolving. The next iteration of the Batteries, Lighting, Tools, and Facilities Management Consumables framework is set to launch in February 2026, bringing expanded capabilities and a stronger alignment with NHS sustainability goals.

The new framework is divided into five lots:

  • Lot 1: Core range batteries – this lot will cover the most common types of batteries. A mini competition will go live in May 2026 after the initial framework launch, and more details will be shared on this in due course.
  • Lot 2: Covers all other batteries and chargers with the addition graphene and solid-state batteries as and when or if the market is ready for the next generation of batteries.
  • Lot 3 Lighting Systems: This lot is aimed primarily at wholesale lighting changes to areas but covers all aspects of lighting. While there is an upfront cost to a full replacement of lighting systems, this can result in a 30-40% cost reduction in electricity use following implementation. Suppliers on this lot can work with trusts to cover aspects including planning, detailed cost analysis, forecast current and expected usage and carbon reduction.
  • Lot 4 Tools and Associated Facilities Management Consumables – this lot covers products that keeps trust sites safe and functioning from maintenance and repairs to general estates work consumables and items. The team will eventually create a core range of products based on intelligence from suppliers and customers to offer a high value base.
  • Core range of products that will eventually muster down. Based on what we get from supplier’s sales data on what they sell to healthcare.
  • Lot 5 EV charging and accessories – this lot will cover infrastructure for EV charging in areas such as commercial, staff car parks and fleet vehicles. The planning, install or upgrade including software and consumables.

The next iteration of the framework will expand its scope to include EV charging solutions, aligning with sustainability goals and enabling trusts to integrate with NOE CPC’s Minor Works Trades and Associated Services DPS for installation and maintenance. Combined with CPC Drive, which supports fleet electrification, this framework can support greener, more resilient NHS operations.

The Batteries, Lighting, Tools, and Facilities Management Consumables framework continues to play a vital role in supporting the operational backbone of the NHS. By offering a compliant, flexible, and value-driven route to essential products, it empowers trusts to maintain safe, efficient, and resilient environments.
