This framework agreement is delivered by NHS London Procurement Partnership (NHS LPP) and available to our member organisations via NHS North of England Commercial Procurement Collaborative (NOE CPC).

The CDHS Framework is the only NHS CCF accredited route market for clinical systems. The framework covers all clinical systems and compliantly allows for innovation of supplier products.
Set up as a single lot framework, it covers all EPR, PAS, Radiology, Pathology, Shared Care Record, Pharmacy, Patient Support and Specialist Clinical Solutions (including all related AI needs) that encompasses a catalogue approach allowing suppliers to add products through the framework term.
All products covered by this framework must meet a standard set of core functional compliance requirements. To onboard the framework, suppliers are tested to an FVRA gold level standard.
- This framework will provide ultimate flexibility for supplier innovation, supplier growth and supplier-customer partnerships across the NHS and wider public sector.
- Mechanisms will be put in place that will allow suppliers to approach LPP to compliantly add new products to their framework portfolio across the full range of different digital document solution types included within the scope of the framework.
- The framework will also allow direct award from either a list price catalogue or as new modules, additional licenses and license and maintenance renewals for existing software included within the scope of the framework.
- The catalogue list price direct award mechanism enables swift, efficient transformation and easier standardisation of care pathways across a Sustainability and Transformation Partnership (STP) or Integrated Care Systems (ICS); while retaining best value. Best value is ensured through direct award as the Example Local Requirements Tool encourages framework supplier soft market testing prior to award. This has been specifically designed to result in a transparent catalogue of national list pricing against a multitude of potential local requirement scenarios. Alternatively, best value can also be achieved via further competition.
Solution 1 – Electronic Patient Record System Solutions
Sub-Solution – PAS: Functionality may include but is not limited to: Standalone Patient Administration System (PAS) products and system integrations/portals to support organisations either not ready for full EPR functionality or those that want to keep their PAS separate from their clinical wrap.
Sub-Solution – Acute EPR: Functionality may include but is not limited to: A comprehensive range of both enterprise and best of breed EPR system products and system integrations/portals across Acute care settings.
Sub-Solution – Community EPR: Functionality may include but is not limited to: A comprehensive range of both enterprise and best of breed EPR system products and system integrations/portals across Community care settings.
Sub-Solution – Mental Health EPR: Functionality may include but is not limited to: A comprehensive range of both enterprise and best of breed EPR system products and system integrations/portals across Mental Health care settings.
Sub-Solution – Ambulance EPR: Functionality may include but is not limited to: A comprehensive range of both enterprise and best of breed EPR system products and system integrations/portals across Ambulance care settings.
Solution 2 – Pathology System Solutions:
Functionality may include but is not limited to: Core Laboratory Information Management System (LIMS) products, Integrated Blood Science Service System products (includes Clinical Biochemistry, Haematology and Immunology), Blood Transfusion System products, Blood Bank System products, Genomics System products and system integration/portals.
Solution 3 – Radiology System Solutions:
Functionality may include but is not limited to: Picture Archiving and Communication System (PACS) products, Radiology Information System (RIS) products, Vendor Neutral Imaging Archive (VNIA) products and radiology system integration/portals.
Solution 4 – Pharmacy System Solutions:
Functionality may include but is not limited to: Pharmacy Dispensing System products, Electronics Prescribing Medicines Administration (EPMA) products, Ward based automation and kiosk products, Pharmacy Workflow Management products, discharge planning products and pharmacy system integration/portals.
Solution 5 – Patient System Support Solutions:
Functionality may include but is not limited to: Patient Tracking and Bed Management System products, Personal Health Record (PHR) products, system integrations/portals and associated wearables and home devices.
Solution 6 – Specialist Clinical System Solutions:
Functionality may include but is not limited to: All specialist clinical systems such as maternity, child health, theatres, emergency department, cardiology, renal etc. and system integrations/portals.
Solution 7 – Shared Care Record System Solutions:
Functionality may include but is not limited to: Shared Care Records spanning multiple organisations across both health and social care, Electronic Master Patient Index (EMPI) products, Record Locator Service (RLS) products, Integration Platforms/portals, Informatics products, Vendor Neutral Archive (VNA) products, Reporting and Population Health Analytics products.
