This framework supports NHS and wider public sector Capital, Estates and Facilities teams to manage their varied and complex estates requirements, enabling access to a variety of pre-qualified specialists including the larger national providers as well as SMEs and local suppliers  

This framework has been established under the Public Contracts Regulations 2015 (PCR 2015).

The framework agreement is free to access for all UK Public Sector Bodies, subject to NOECPC approval 

The Framework has options for Direct Award or Further Competition and Contracting Authorities can choose from flexible contracting options such as, but not limited to, the NHS Terms and Conditions, JCT, NEC or PPC2000  

A fully compliant FTS procurement exercise has been completed to establish a competent matrix of suppliers in accordance with the latest best practice including Sustainability and Social Value commitments. This can help Contracting Authorities in reducing risk, duplication, resource application and saving money when undertaking their procurement process; without the need to run a full open procurement exercise. 

Appointed suppliers to this framework can support Contracting Authorities to address capital maintenance backlogs, set Planned Preventative Maintenance (PPM) programmes, undertake essential repairs, provide responsive and unplanned services, carry out building improvements and futureproof their estates: increasing operational efficiencies and meeting statutory compliance. Importantly, the framework can help ensure that facilities are safe, compliant, well-maintained and conducive to patient care and staff work. Contracting Authorities can choose from the individual lots or opt for a bundled or fully managed Hard FM service.

  • Ventilation, Air Conditioning & Refrigeration  
  • Water Systems, Legionella testing & Water Treatment 
  • Asbestos Removal 
  • Security Systems inc. Alarms, CCTV & Access Control / EMS 
  • Fire Safety: Assessment, Alarms, Active & Passive Suppression; Doors, Stopping & Compartmentation

  • Allows the option to Direct Award or run a Further Competition
  • Competitive ceiling rates, with discounts provided based on duration or call-off values
  • Supported by a knowledgeable framework management team
  • Contracting Authorities can build their own specifications using the Technical Specification for each Lot
  • Sustainability and Social Value (SSV) has been embedded into the framework, with commitments from Suppliers to be contract managed
  • Includes additional template documents for awarding contracts and running further competitions
  • Services can be procured in individual Lots divided into specialty areas, enabling Contracting Authorities to appoint industry specialists, and creating opportunities for SMEs
  • Contracting Authorities can also bundle any combination or all of Lots 1-17 and any additional Hard FM services through the Managed Services Lots
  • Contracting Authorities can choose from NHS Terms and Conditions or at their sole discretion agree an alternate form of contract such as, but not limited to, the JCT, NEC and PPC2000.
