IT frameworks endorsed by NHS England
As the IT procurement landscape constantly evolves, our growing team of experts are striving to be at the forefront of the industry, embracing new innovations to ensure the best results for our customers.
We are expanding our digital toolkit – our Quick Quote Tool makes our IT Hardware and Services frameworks quick and easy to access – and we are continuing to work with NHS England (NHSE) to ensure that our frameworks are of the highest standard.
NHSE has released new guidance to simplify purchasing IT and digital goods and services in the NHS. As a part of this guidance, NHSE has endorsed 36 frameworks as the most optimal routes to market for NHS buyers, four of which are provided by NOE CPC, delivered alongside NHS Procurement in Partnership (NHS PiP).
With these endorsements, NHSE aims to reduce duplication in the IT and digital market whilst ensuring the high quality and standards that the NHS requires.
This feeds into NHSE’s new six pillar approach – which has been devised to sub-categorise the varied products and services in the digital landscape. They have been grouped together based on their function and supplier market capabilities. The six pillars are:
Pillar 1 – Hardware – Clinical
Pillar 2 – Hardware – Non-clinical
Pillar 3 – Software/SaaS/Apps – Clinical
Pillar 4 – Software/SaaS/Apps – Non-clinical
Pillar 5 – Services – Clinical
Pillar 6 – Services/IaaS/PaaS – Non-clinical
6a. Network and Hosting
6b. Complementary Technology Solutions
6c. Professional Services and Consultancy
The four NOE CPC frameworks endorsed by NHSE are:
- Link 3 IT Hardware and Services
- Total Technology Solutions
- Health Care Performance Analytics and Benchmarking Solutions
- IT Solutions Delivery
The full list of endorsed frameworks is available online here, as well as details on the minimum standards aligned to each pillar.
Although the use of these frameworks is not mandated for IT and Digital purchasing, the use of non-endorsed routes to market will not ordinarily be eligible for shared or central funding.

These frameworks are available to members of all NHS Procurement in Partnership (NHS PiP) hubs. The hubs are NOE CPC, NHS Commercial Solutions, East of England NHS Collaborative Procurement Hub and NHS London Procurement Partnership (NHS LPP).
